Your role as a FM Procurement Manager
Our client are a property management company who own and operate a diversified portfolio of purpose built multi-let properties across the UK. They own and manage more than 100 industrial estates which are home to over 1,500 customers. They have significant growth ambitions and available capital to invest and are expecting to increase the size of our portfolio rapidly over the coming years.
This FM Procurement Manager is a new role within the business and sits with the Facilities Management and Operations team. They do not currently have a procurement professional and all procurement duties have been carried out by the Head of Facilities Management and other individuals within the business. Due to growth, this is now a key role within the business and you have the scope to completely make it your own.
Your duties and responsibilities as a FM Procurement Manager
We are looking to hire a full-time Procurement Manager to work within the growing Facilities Management (FM) team and specifically reporting to the Head of FM. The role is key to the strategic management plan of the company and will focus on the overarching strategy for supplier procurement across the team but also the wider business to reduce risk, capitalize on economies of scale and align our supply chain to the requirements of the business.
Supply Chain Management
- To identify a supply chain that meets the demands and broad requirements of the business. This will include identifying new suppliers within geographic regions that align to the business ethos and goals.
- Undertake supplier vetting in conjunction with the procurement policy guidelines and accreditations required to fulfil a compliant service offering.
- Oversee and manage an approved supplier database for use of the FM team and wider business.
- Conduct supplier evaluations and negotiations to agree favorable terms.
- Attend KPI meetings with the wider FM team and ensure the supply chain is adhering to the requirements of the tender specifics and service level agreements
- Devise a plan to remedy any performance shortfalls from the supply chain and closely monitor the desired outputs.
Strategy
- Develop and lead on procurement strategies and overarching procurement plan across all disciplines of service delivery.
- Lead, guide and mentor the wider FM team on the procurement timetable and ways to achieve value from existing supplier relationships.
- Devise a structure whereby service providers on existing framework agreements can be aligned to new assets as part of our wider asset onboarding strategy.
- Engage with key stakeholders to ensure smooth transition and mobilization of new services and recently acquired properties.
Tendering management
- Identify supply needs and support the wider FM team to accomplish those goals whilst adhering to regulatory requirements and policy alignment.
- Draft tender documents including specifications, service level agreements and ITT in preparation for launching a tender in the market
- Work collaboratively with our Group procurement leads and interact with the online portals used (i.e. Ariba)
- Work closely with legal teams to agree commercial terms and alignment to standard terms and conditions through negotiation.
- Work closely with our Utilities Manager and Broker during procurement exercises to ensure a robust procedure is followed to capitalise on economies of scale
- Assist with project management and support the team in locating the best value for ad-hoc and planned workstreams.
Reporting
- To provide regular reporting from systems to senior management to ascertain gaps and strategy for remedial action.
- To ensure the collection of accurate and relevant data relating to performance of contractors and provision of analysis as and when required.
To be successful in your role, you should have the following skills and experience:
- Experience of managing / procuring soft and hard services (i.e. landscaping, security, cleaning, Fabric, M&E etc).
- Previous experience required working in a Procurement role within FM
- Conversant with Customer Service Initiatives
- Competent understanding of H&S legislation and especially service provider accreditation requirements
- Experience in drafting service specifications
- Articulate and excellent written and verbal communicator
- Strong and compassionate people manager
- Practically minded
- Good IT skills
Desirable skills and experience:
- A recognised qualification in Procurement (i.e. Chartered Institute of Procurement and Supply Management)
- Previous working in a managing agent or client-side role for a real estate business
- Understanding of commercial leases and contract law
